That makes no sense. I've had agents insist on both people being present if the bags exceeded one person's allowance, which is fair enough. But there's nothing that says all people on a booking need to check in at the same time.

Had you already OLCI? Perhaps the agent (mistakenly) thought he was trying to check you in as well as bag drop.
