Last year at BRU my husband went to check-in while I was sorting another thing elsewhere in the airport. The check-in agent insisted to have both passengers present in order to take two bags.
We were both gold and travelling CE, so both bags could have been linked to my husband alone. At this time I still don't know if it was a "made up" rule or the norm.
