That makes sense behind the scenes, but the confusion from the customer's perspective arises when looking at the seat map. The infant is always attached to a specified adult (which is logical), but isn't given a dedicated passenger number (i.e if my wife, son and I are on a single booking, it will list only two 'passengers', one of which is adult+infant).
