In US passports, you don’t need to fill it out; nor do you need to update the fields on that page. In practice it may make sense to fill out the info, but then it is mainly to increase the odds that a lost or stolen passport finds it way back to the person to whom it was issued or help contact the person’s listed contact in the event of an injury or death or other unfortunate incident.
