Cause of most delays in the Philippines is the airport congestion in Manila. Domestic flights are more likely to be delayed due to some sort of prioritization and also these planes are scheduled to land/take off from MNL more than once a day. PAL has many delays as well, not just Cebu Pacific or AirAsia.

From best to worst, based on condition and age of aircraft, it's mostly Philippine Airlines, Cebu Pacific, then AirAsia. I find most Philippine AirAsia's planes too old so unless their rates are very low or they have the only flight schedules I need, I tend to avoid them. Cebu Pacific has more flights and their rates are often better than PAL's, so I find myself flying with them more often than I would want to. For flights that are less than 90 minutes on the air, LCC service will do. It's not like PAL's service is stellar, and they don't even deserve their recent 4* rating if you mostly have domestic flight experience with them. Sometimes, PAL's more than PHP1000 peso (US$20) one-way fare difference just amounts to nothing but a bun and a drink, compared to Cebu Pacific. While one has to buy all food and drink, including water, as Cebu Pacific is using an LCC, it's disappointing that the snacks PAL serves on its domestic flights are worth like PHP150 if you buy from the Cebu Pacific in-flight menu, PHP100 if you buy from the airport, or like PHP70 if you buy from outside the airport/aircraft.
