Converting everything to MR point equivalent:

Delta today - 240K

Delta after 8/18 - 210K

Westin today - 360K

Westin after 8/18 - 360K

Divide everything by 3 to get the values in terms of current SPG points.

I'd book the Delta now - avoiding the risk of it selling out - then getting a refund for the difference or, if there are difficulties, cancelling and rebooking when the new rates are available.

120K SPG points are worth 360K MR/NewProgram points, now and in the future. There's no difference in these 2 options.

You'd get back the equivalent of what you booked - 360K NewProgram points. There is no "free point generation" option.

It's like buying something with 5 pennies or 1 nickel. "1" isn't cheaper than "5" just because it's a lower number. And you're not going to get 5 nickels back for a return if you paid with 5 pennies and they only have nickels in the register.
