I would assume that the changeover will be handled the same way they do at properties like The London NYC which is being converted to a Conrad. Business as usual until they decide to renovate and then the hotel stays open and is bookable but they close down floors or sections to renovate rooms. The London NYC was announced as a Conrad in 4Q 2017 and so far nothing has been done other than make it bookable on the Conrad and Hilton sites.
The slight difference here is that the Vegas property will immediately adopt Waldorf Astoria branding, as opposed to The London NYC, which won't officially become a Conrad until renovations have been completed. Guess Hilton must be happy enough with the Mandarin Oriental hard product.
