I am booked on UA ticket stock 016 PDX-SFO-NRT return NRT-SFO-PDX, in Business, on ANA out and back. I know I have access to the Polaris Lounge departing SFO, however really am confused that I may not have access upon my arrival from NRT since Im not on UA Polaris metal.

You're not confused; you don't have access upon your arrival from NRT. If you have Star Alliance Gold status, or a United Club membership, you will have United Club access at SFO on the return, and at PDX in both directions. Otherwise, your only lounge access is what's provided for a business class customer on a long-haul *A flight: access to the lounge at the departure airport. You can use the Polaris lounge in SFO, and you can use the ANA lounge or United Club in NRT.
