Don't know if still true, but IIRC Hertz locations in NYC did tack on a fee if one returned a vehicle "early". This could be anything from 24 hours to even one/ a few.
Heard this years ago and it was one reason never bothered renting from Hertz and went with National. There the policy is straight forward; normally returning a day early just recalculates the rate based upon days actually used. Long as it is a 24 hour period.
