The website states "customers in United Polaris business class may access a United Polaris lounge at departure, connecting and arrival airports along their eligible same-day routing."
Premium cabin travel on EWR-PTY is in United Business class, which does not qualify for Polaris lounge access given the above. You should have access to the United Club though.
