Cross border drop offs are significantly more expensive than one way in country. I've had a one week rental as much as double for trying to do that (Switzerland/Germany).
Rent in France, return in France. Public transport to Spain. Rent in Spain, return in Spain. Or rent in France, drive to Spain and back to France to return the car.
You'll save hundreds.
