Can I/How to remove RFID baggage tag?

I check my bag on every almost flight and have never seen a Delta RFID tag being applied to the flat surface of a luggage. I just got one from a trip yesterday and tried but don't know how to fully remove it... This seem like a new thing Delta is using/doing.

Normally, Delta RFID tag is embedded in the standard luggage tag they print at checked bag counter. They wrapped it around the luggage handle, with all the barcodes and vitals exposed - very typical. But in this case, it's a large rectangular label affixed to the a flat surface of my luggage and there isn't space to print anything one it, because it's full of "Delta RFID Tag" markings.

I tried to remove it but top layer detached from the mid/bottom layer and I can see the RFID layer with it's antenna is still stuck to my bag. They used some very high grade adhesive that just doesn't come off...

The best I can figure this is that I came in a codeshare flight that connected to DL's, so at that connecting point, DL's baggage team applied this label so it can be RFID tracked in Delta system but I can't understand why it's so large and so incredibly stuck to the luggage.

Is this removable? If so, anyone know how to cleanly remove it?
