I used both CityMapper (highly recommend if they support where you're traveling to, moreso than Google Maps) and Google Maps in London. Even with the TMo One (not Plus) slower plan, the speed was perfectly acceptable. I agree with others -- DO download the maps under the Offline Maps option, but it will work without it. Also turn off the traffic & satellite layers if you don't need them as they'll use more data.
Likewise, make sure you Restrict Background Data to make sure there isn't an app in the background chewing away on your precious data stream. This made the biggest difference for me. Also, if your web browser has a Data Saver option, enable it or use a browser like Opera Mini which has data compression.
