This appears to be guidance on what you "might" do to accommodate a passenger but I don't read this as what an airline is "required" to do. It says in the first paragraph that this is "guidance", but not mandate. It also gives the two examples you sight as possibilities by using the phrase "these might include". I don't see this as required action, but I could be wrong.
