Air Canada three year fleet plan has the fleet downsizing reaching its bottom at the end of this year and then rebuilding to over 200 units at the mainline by 2007. It does not prevent the airline from doing short-term leases, power by the hour acquisitions, etc. Nor does it prevent the airline from selling ground assets and using the proceeds to acquire aircraft that aren't in the plan.
True, but given that those putting people on the new Board are the ones with a major hand in the development of the plan it is not likely to see drastic changes from the plan in the short term. Also, an immediate diversion from the plan may be interpreted by creditors/court as a rather misleading move that could have some nasty repurcussions.

Regardless, AC has expressed interest in expanding their cargo operations but not with their own aircraft, at least for a while. Once Cargo is up and running as a separate limited-partnership entity though, who knows?
