I suggest your file your claims and those that are rejected, appeal with the DOT and even use the ones accepted as proof.

I was travelling with an EXP on separate PNRs and we missed a connecting flight. Once they doled out the vouchers there was a big difference in compensation, food and hotel for him and only food for me. We waited for the crowd to die down and went back and they matched everything.
But on an EU flight (EU airline or non-EU airline leaving the EU), everyone would get hotel and food, even for a long enough weather delay, no matter what the status
