You’re having a run of bad luck. I fly LAX/EWR about once a month and, in the past two or three years, I’ve never failed to get an amenity kit. They’ve recently gotten pretty scrawny, so you’re not missing much.
Just flew LAX-EWR and amenity kits were there. Granted, the crew had placed them up on the "tower of power" alcove rather than on the seat, so it's easy to miss.
