Yes, but given that the OP didn't actually see any of what occurred I question if it is actually what happened. I've never heard of an infant allowed in a seat without a car seat and I have two kids that I fly with all the time. Given that the OP said something to the effect of (I am paraphrasing):" I didn't actually see it but we all
knew what was going on." Leads me to believe this story is more conjecture than fact.
