These features are baked into my unltd. data, text, and (North American) voice plan (Simple Choice).
I visited Greece a couple of years ago in July 2016 and T-Mobile was running free high-speed international data for all of July and August that year.
It was terrific. But then they came out with the One plan, including the One Plus in order to get higher tethering speeds and I kind of suspected we wouldn't see those kinds of promotions again.
