It's one of many unpublished rules. It was actually quite shocking when people were posting ability to stopover on JL intra Asia and Missy came on to say that it was special to JL. Each partnership negotiated individually so wierd exceptions show up. Hainan for example is more limited, if you look at the chart they have China to China and no intra Asia chart, so most limited of the Asian partners.
