How does the 15kg extra thing work here, if at all? Or is it per piece and I'd get to check in one suitcase up to 23kg?

Hand luggage is up to 10kg and they are strict about the size.
The policy is paying for the piece up to 23kg. If you buy it online up to 3 hours before the flight, it'll cost you R$ 49,00 for the first piece. Less than 3 hours or at the check-in it's R$ 110,00.
