When Estonia became independent in 1991, the new Estonian government introduced laws which didn't grant automatic citizenship to ethnic Russians who or whose ancestors moved to Estonia during the Soviet occupation period.

Some of them have since gained Estonian citizenship but there is still a sizeable group who are neither Estonian or Russian citizens living in Estonia.
