Report this to Hilton corporate (include a copy of the credit card receipt, your original confirmation, and the thing you can now print out saying "LateCancel" and CC whatever the local authority who collects room taxes is with all of this stuff.

It sounds to me like this hotel is trying to get out of paying royalties to Hilton (may also be something funny with room tax authorities going on) but still collecting your payment...
