I believe we saw something posted in another thread that says something like “weather trumps mechanicals” when it comes to hotel/food vouchers. Basically, it seems that if a flight encounters both, they default to the reason for delay to be weather.
I had a mechanical-then-weather incident on AA a few years ago. They were quick to seize the weather exemption. 'Nope. The captain announced a mechanical delay at the gate - and then weather came in,' was my reply to the AAgent after the fact. We would have beaten the weather by an hour had the aircraft been ready to go at departure time. Don't accept their nonsense.
