There are some places in Africa that are considered to be part of Europe/Middle East for OWE tickets. Europe/Middle East is defined by One World to include Egypt, Libya and Sudan for the purposes of these tickets.

The South Africa/MRU exclusion stems from a different rule.
I guess to put my question a different way - this route is valid on https://rtw.oneworld.com/rtw/ :
OSL-LHR (<24hrs) - KUL-(surface)-DPS-HKG-YVR (surface)-SAN-LHR-ACC-LHR-OSL

I.e includes Accra (and could be Lagos, Nairobi etc). But CANNOT be SEZ. Why?
