You could always try SDC to an earlier flight from PHX since the EZE flight is usually 10/11 PM. It would definitely mean a 24+ hr delay in ATL if you miss it, so if it were up to me I'd try to SDC to an earlier flight, but I'm also more risk averse. Never know when a minor delay can wreak havoc.
Officially no SDC on international itineraries, and even unofficially no SDC until all international segments have been flown, so only on the domestic return flight.
So while it's true there are non-zero success reports of SDC of domestic segments at the start of an international itinerary, I wouldn't count on it.
