1) DL may be able/willing to route you on another airline (AA, LAN) through another airport (MIA, DFW, LAX) if you encounter delays or cancellations of your PHX-ATL flight, and the space and timing permit. You'd have to handle this with a ticket agent at the airport on the day of travel.
2) I'm not sure as I never buy C+, but my guess would be that you may be eligible for a refund if the change to your schedule was out of your control.
3) Yes, your upgrade cost should carry over to the new flight, and if it doesn't due to space constraint, you should get a refund of the cost.
1hr and 4 minutes is a very manageable connection in ATL even if your inbound is 15-20 minutes late getting in. DL will also know you are coming to connect to a once a day flight, and would likely try to hold the plane to EZE to get you on it (within reason). Finally, weather delays out of PHX are fairly unlikely, so the problem you'd be worried about is a late inbound aircraft which you'd likely know about some time in advance, or a mechanical delay, which you can't do much about.
I would not sweat this ticket too much right now. Buy the C+ if you want it, things will probably work out fine.
