I agree. We need more red-eyes out of the US, but, I believe the issue had something to do with landing restrictions in the Tokyo area?
Haneda used to be a domestic only airport (after being the only Tokyo airport originally). The international slots are carefully controlled. Currently there are only 5 slot pairs for the US side and 5 for the Japanese side for HND US routes. 4 daytime and one night time for each side. I am not sure why the bilateral agreement did not get more slots, but I guess to protect Narita as well.
