That is my personal pet hate. It seems to be a LHR specific issue and just smells of "we're saving a few pounds by keeping staffing levels at the absolute minimum".
An almost guaranteed way of getting this is if the aircraft arrives ahead of schedule. Not that this would be a frequent issue at LHR.
