PS: what city/region was this WM that you bought these GDVGCs? this will help those who are traveling to avoid such store where cards have been possibly compromised.
It was me. And finally, the issue is resolved. I submitted CFPB complaint, they rerouted my complaint to Federal Reserve and last week I received a call from Greendot corporate, who said they will issue a refund for the other 2 cards. I didn't receive a check yet, but I'm confident.
