I'm not quite sure what you're saying here: are you claiming that DL required declaration of digital cameras and/or the placing them in checked luggage over the July 4 weekend, or are you referring to normal TSA screening of electronics in carry-on? (Also the color-code level was not raised over July 4, 2004.)
To my knowledge, no airline bans the carrying or use of cameras. I seriously doubt they could get away with such. Most airline and TSA sources strongly suggest you hand-carry all cameras/electronics to avoid the risk of theft/damage in checked luggage.
Use of digital cameras may be disallowed during takeoff/landing due to the standard electronics restrictions on "anything with an off switch", but that's about it. There have been various reports and posts of passengers being questioned (or harassed) in both airports and on airplanes about the use of cameras, but to date there has been no credible citation of any regulation prohibiting their use.
