At the risk of devolving into semantics, there's something to dispute; winning is another matter as I pointed out. But using the cc company as a cudgel to open a dialogue: perhaps. And, if the hotel wasn't going to do anything, they should have kept faith with the guest and got back to them and let them know that they thought 25c was adequate. I think 77f is a bit low for a luxury hotel, but YMMV. Moreover, I'm not sure your metric of "other guests using the pool" is fair: would you not complain about cockroaches in the buffet if other guests eating didn't appear to be bothered?
