Points can be ponied up by either the property or MR, but you need to get a dialog going.and sounds like that's not happening. A future upgrade is pretty much up to the property, and again a dialog has to happen. My approach would be to post a review on TA and hope you get a bit higher up in the property management chain. I think we all know problems will happen and it's how they handle it that really matters. Be honest with your review and if the property steps up to help address your issues, be sure to post an update if this happens.
