Because the first part was flown last year to achieve Platinum status. I had a few paid business fares earlier this year and if I get enough EQM from this ticket I can push for EXP status.
I think the rule is about Europe. you are doing Europe - US - Asia - Europe - Africa - Europe.
Normally, you can only enter and exit a continent once, but it is an exception that have been discussed, and the fare rule is quite clear (if I remember after the Dec 16 update) about this situation.

It seems that one references removing the ban on 2 return trips from LHR to ME, but in my case there's only 1, so not sure if it applies. I do have 2 exits from the Europe/ME, once via DOH-ORD and the second via DOH-CPT, so is there an exception for this?
