That’s not the only factor used in making go / no go decisions.
Factors used include aircraft takeoff mass and balance; temperature; air density; wind; runway conditions (runway length, field altitude, runway surface, runway slope); flap setting and airframe contamination; available thrust. That means two Embraer 175s might have different takeoff limitations.
