I wouldn't say it's new, but like I mentioned there's currently a big focus on cost control. So they've been putting an emphasis on fee's being charged and that's somewhat been taking the empowerment away from the agents. In your case that fee should always be charged, but most people would just waive it on the factor that your a gold member.
