For the second question, while HKG-TPE is definitely not considered a domestic flight, I don't believe there's anyway you can book the JL-coded HKG-TPE flight. These are flights from NRT, NGO, or KIX and can only be bought as NRT/NGO/KIX-HKG even though the flight stops at TPE.
/max tongue in cheek/ for the 2nd q, CX might think it is. given that they have degraded themselves into orwellian nonsense for some strong and stable government.
