The thing is, what happens when Quick Chip ends up being supported at the majority of merchants (or even a plurality)? It's going to be pretty hard to have instructions that depend on issuer scripts being reliable. Even worse, ATM PIN changes aren't going to be reliable either since most ATMs can't even do them in the first place; it'd have to be something like what Diners Club does where you do a cash advance to get the new PIN pushed to the card.
Perhaps the few PIN-preferring cards will have to start preferring online PIN over offline, or even abandon PIN preference entirely.
