BR offers two different one-way Y fares MNL-DPS, the cheapest (YOWPH) has a $50 US cancel fee. The more expensive (Y) is unrestricted and has no penalties for change or cancelation.
The Y fare isn't a BR fare, it's the YY fare. ExpertFlyer will return YY fares in all searches, whether you ask for them or not.
