I think people use that to provide a distinction between cabin and fare class. I routinely see people talk about flying in "Y", even when they are on a discounted ticket. Same with using F or J to indicate the front cabin. I have construed the "full" qualifier to mean actual F or Y or J fare class.
It mean the fare code is just Y, not Yxxxxxx or Bxxxxxx, etc... it's the full undiscounted fare.
