Hell, I drove around with my Costa Rican plated motorcycle for 2 months in the US and was never stopped except border control. Heck, even my plane with a Costa Rican registration which I agree would raise suspicions has NEVER been checked or been called on immigration except at CBP when coming into the US.
I have been heavily questioned at INLAND checkpoints with a California plated personal car and this was before the ICE crackdown that we have seen over the past year (I'm not even of Hispanic or Latino descent). If you are oblivious to the crackdowns that have been taking place, especially over the past few months, then you certainly must be living under a rock.

All it takes for Border Patrol or ICE to pull you over is reasonable suspicion which is certainly less restrictive than probable cause. Seeing a Mexican plated rental car (rental cars have different plates than personal cars) is certainly enough reasonable suspicion for BP/ICE to pull you over, particularly in the current climate where they are pushing the limits to see how far over the boundaries they can step.
