To be refundable / changable without fee, it would pretty much have to be a full Y, maybe B fare, which often / normally costs MORE than cheap nonrefundable Biz fare.
I see, so the "Economy - Flexible" / "refundable" just means you can get your money back vs a voucher and perhaps a different fee amount. Otherwise its pretty much the same as a regular non-refundable ticket.

I understand them calling it "refundable", not sure how it's "flexible"
