You are correct that there was a recent ordinance that went into effect basically requiring rental car companies at SFO and in the city to hide barcodes and any identifying rental information:

You may want to browse that to see if Hertz was in compliance, and if not, escalate appropriately. Having not read it, I don't know what the penalties, if any, are if the rental car companies fail to comply. But I will say, I knew it was San Francisco before I even opened this thread
