What does "REFUNDABLE/CXLFEE/CHGFEE" mean?

When looking at ORD-PEK I see all regular economy is "not available" but "economy - flexible" is available.

The ticket has the following endorsement: REFUNDABLE/CXLFEE/CHGFEE

I thought that "refundable" meant that there is no cancellation fee. Otherwise isnt it pretty much the same as a "non-refundable" fare?
Is the only difference that you get an actual refund of money vs a credit (-$300)?
