While I don't know why the download receipt function is broken for your stay, I do suggest you call the hotel and ask them to email you a copy of your folio. In the rare instances over the years when I have had a similar problem, I have done that and they have been able to email me the folio immediately.

This would be the fastest way to get your receipt so you can process your expense report.
