I believe so, but it wouldn't be a change, it would be a cancellation and booking in my experience.
If there's no change of route, I think this should be possible as a change, not a full cancel and rebook - so no danger of losing the seats on the unchanged flight.

The mechanics of repricing may result in all of the previously-taken Avios being refunded and the new total amount being taken, but that doesn't mean that it isn't being done as a change.

In any case, if there are more award seats remain on the unchanged flight, the difference is pretty academic, as there would then be no real danger of not being able to re-book onto the flight that's intended to be unchanged.
