I've never heard of the four hour rule. It would preclude some domestic flights with only regular FC seating and service, so I really don't think that this is what DL means. RUCs can also be used on connections providing that there's a single fare component and no stopover. In fact, I wonder whether the four hours is a garbled reference to the difference between a connection and a stopover on a domestic itinerary.
