At one time, the policy was different for the USA-HNL flights with D1 style service, namely the nonstops from places like MSP, ATL, JFK, etc. The agent was probably confused as the rules have changed a lot recently.
I did notice in the fine print it says “only eligible for 4 hour flights or less” which would mean 0 Hawaii flights would qualify. I assume that’s old language there.
