Should I downgrade to a Sapphire Regular? Is this still allowed or is CSP the only option? And if I downgrade, I assume I will only get 1x points, not the CSR-level multipliers, despite having spent the dollars while still having the CSR. Is this correct?

There's no reason to rush. You'll have just about all of August to cancel or downgrade and have the entire annual fee refunded to your account. I would advise downgrading to a Freedom product. It's credit score neutral, doesn't affect your 5/24, and you don't need to figure out what to do with your UR points. They just stay with the downgraded card.
