No, that's not the way it works. They have say 3 cars available, they will pick the 3 sets of passengers which balances First / Business / CIV factors, the time available and the viability of making the connection. The main thread referenced above give various experiences and data points.
I'm not sure anecdotal evidence of the service sometimes being provided proves anything other than that the service is sometimes provided, but if we've had it confirmed from someone involved in the process that the above is the way it runs then great.
